Terms of use

These terms describe the rules for accessing MIPS’s public information and private cooperative purchasing platform.

Updated November 3, 2026

1. Platform role

MIPS provides cooperative contract information, member and vendor workspaces, quote-request tools, requisition workflows, approval records, document delivery, and related support. Participating vendors sell to and invoice members directly.

2. Eligibility and accounts

Private catalogues and purchasing tools are limited to approved organizations and authorized users. You must provide accurate registration information, protect your account, use only the roles assigned to you, and promptly report suspected unauthorized access. MIPS may suspend access while eligibility, authority, or security concerns are reviewed.

3. Vendor information and pricing

Participating vendors are responsible for the accuracy of their catalogues, quotes, contact information, availability, and fulfillment representations. The awarded contract and purchase-specific quote stay connected to the requisition for the member’s review and approval.

4. Requisitions and approvals

Carts and quotes become requisitions that follow the member organization’s designated approval chain. The member approves the purchase and issues its purchasing authorization. Vendor users may assist with preparation; the member’s designated officials approve the purchase.

5. Uploaded documents and communications

You may upload specifications, quotes, spreadsheets, images, and other records needed for an authorized procurement activity. You represent that you have the right to provide those materials and authorize MIPS to store and transmit them to the recipients you select or the workflow requires. Do not upload student education records, payment-card data, health information, or other sensitive personal information unless MIPS has expressly approved a compliant process for that data.

6. Acceptable use

You may not use the platform unlawfully; submit false or misleading information; introduce malicious code; scrape restricted catalogues; attempt to bypass access controls; collect another user’s personal information without authority; impersonate another person; interfere with the platform; or use vendor information outside legitimate cooperative purchasing activity.

7. Third-party products and services

Products and services are supplied by participating vendors under their applicable contracts. Third-party websites and tools may have separate terms and privacy practices. Questions or claims about vendor performance, warranties, delivery, installation, returns, or product quality should be directed to the responsible vendor and handled under the controlling contract.

8. Availability and corrections

MIPS maintains and updates platform features and content. Please report a record that needs correction through the MIPS contact page so the team can review the source and update it.

9. Updates and account access

MIPS posts updates to these terms with an effective date. Account access may be suspended or ended for misuse or loss of eligibility. Questions about updates or account access can be sent through the MIPS contact page.
